I. What is Higala App (Unsa ang Higala App)?

Higala app is an app that collects personal information of clients and visitors to monitor foot traffic entering a certain service entity (establishment, office, etc.). The collected data will be used for emergency purposes (e.g. contact tracing) following the Implementing Rules and Regulations of Data Privacy Act Rule V. Section 21.d.

Ang Higala App kay usa ka app nga nagakolekto og personal information sa mga gasulod sa usa ka service entity (establisemento, office, etc). Ang nakolekto nga mga datus gamiton para sa emergency sama sa contact tracing nga nagasunod sa Implementing Rules and Regulations sa Data Privacy Act Rule V Section 21.d.

 

II. Why do I need to register to the Higala App (Ngano kinahanglan ko muregister sa Higala App)?

Enhancing the DTI and DOLE requirement to accomplish a questionnaire to track each individual's visit or transaction in a service entity helps align with the objectives of the minimum health standards of the Department of Health. Having to keep a record stored in one database helps a unified tracking of data and transaction thus efficient way to conduct emergency activities such as contact tracing.

In addition, only the QR codes generated from the Higala app can communicate with our higala app QR Code scanner. You can generate your Higala QR Code either as a service entity or as an individual by registering into the Higala app.

Para mapalambo ang requirement sa DTI og DOLE nga ipatuman ang pagfill-up og questionnaire o pagrekord sa usa ka indibidual sa iyang pagbisita og transaksyon sa usa ka service entity, makatabang sa pagsunod sa tumong nila sa minimum health standards sa Department of Health. Pinaagi sa pagrekord sa mga iniining mga datus sa usa ka database makatabang sa hiniusang pagsubay sa mga datus nga makapahapsay siya sa sa mga health emergency nga mga kalihokan sama sa contact tracing.

Sa dugang, ang mga QR Codes nga namugna gikan sa Higala app lamang ang mabasa sa atong higala app QR Code scanner. Mahimong mamugna pud nimo ang Higala QR Code mapa-service entity ka o indibidual pinaagi sa pagregister una sa Higala app.

 

 III. What is the difference between service entity (establishment, office, etc.) account and personal/ individual account?

To record an individual transactions/visit to a certain service entity through the Higala App thus the certain service entity needs to have an account. Each individual needs to have an account to allow recording of each transaction/visit to a certain service entity through the Higala App.

There are different links  per account category. The account category with respective links are as follows:

a. Personal Higala App: http://higala.cagayandeoro.gov.ph/. Each individual would neeed this account to record each individuals visits and transactions through the Higala App.

b. Establishment Higala App: http://higala.cagayandeoro.gov.ph/establishment/. Establishments would need to have their account to scan client's Higala QR Code. Flow of use of the establishment is similar with the Office Higala App; the questions to be asked to the client's just varies.

c. Office Higala App: http://higala.cagayandeoro.gov.ph/office/. Offices would need to their office account to record their client's visit and transaction inside their Office. Flow of use of the establishment is similar with the Establishment Higala App; the questions to be asked to the client's just varies.

Para marekord ang transaksyon o pagbisita sa usa ka indibidual sa usa ka service entity pinaagi sa Higala App, nagakinahanglan nga ang service entity naay Higala app account. Kada-indibidual nagkinahanglan usa og account para marekord ang transaksyon or pagbisita sa usa ka service entity pinaagi sa Higala App.

Adunay nagkalahi-lahi nga mga links depende sa klase account sa Higala. Ania ang mga accounts nga pwede nato ma-access sa Higala App depende sa unsa nga klase nga account:

a. Personal Higala App: http://higala.cagayandeoro.gov.ph/. Kada-indibidwal, nagakinahanglan anaay personal account para marekordar ang pagbisita o transaksyons gamit ang Higala App.

b. Establishment Higala App: http://higala.cagayandeoro.gov.ph/establishment/. Ang mga establisimento nagakinahanglan sa ilang Establishment account para maka-scan sa ilang client's Higala QR Code. Ang flow sa paggamit sa establishment account kay sama sa Office Higala App; ang kwestyon lamang nga ipangutana sa clients ang naglahi.

c. Office Higala App: http://higala.cagayandeoro.gov.ph/office/. Ang mga offices nagakinahanglan sa ilang Office Higala App account para maka-scan sa ilang mga clients' Higala QR Code. Ang flow sa paggamit sa office account kay sama sa Establishment Higala App; ang kwestyon lamang nga ipangutana sa clients ang naglahi.

 

IV. How to scan QR Codes with Higala App?

 There are two ways to scan Higala QR Codes (Either way):

1. Client/Individual scans Service Entity's QR Code - The service entity should post their Establishment/Office QR Code outside the establishment/office to allow clients to scan their QR Code. When client scans QR Code of the service entity, his/her mobile phone is required to connect to the internet and login to his/her personal higala account (http://higala.cagayandeoro.gov.ph/).

2. Service Entity (Establishment or Office) scans Client/Individual's QR Code - The client should have his/her Higala QR Code ready for the service entity to scan. The personal QR Code can be printed, screenshot, or saved to the mobile phone. Personal QR Code should only be held by the owner of the QR Code and no one else. To scan client's Higala QR Code, the service entity should use the Higala mobile app. A user of the Higala mobile app should login to the app and scans the client's Higala QR Code.

Note: Only QR Codes generated and downloaded from the Higala App can communicate with our Higala QR Code scanners.

Adunay duha ka pamaagi nga maka-scan sa Higala QR Codes:

1. Usa ka indibidwal nga mu-scan sa Service Entity nga QR Code - Nagkinahanglan nga i-post sa usa ka establisimento ilang Higala QR Code para ma-scan sa ilang client. Kung magscan ang usa ka indibidwal sa service entity nga Higala QR Code, nagkinahanglan nga ang mobile phone sa usa ka indibidwal nakakonek sa internet og nakalogin sa iyang personal higala account (http://higala.cagayandeoro.gov.ph/).

2. Ang service entity (establishment o office) ang muscan sa Higala QR Code sa usa ka indibidwal - Ang usa ka indibidwal nagkinahanglan nga ready for access iyang Higala QR Code para ma-scan. Ang personal Higala QR Code pwede nakaprint, naka-screenshot nga naa sa celfon or nakadownload sulod sa iyang device nga mahimong mao ang ipakita niya sa usa ka-staff sa usa ka service entity para ma-scan. Para ma-scan ang usa ka client's Higala QR Code, nagkinahanglan gamiton ang Higala mobile app. Ang tig-scan sa Higala QR Code nagkinahanglan nakalog-in sa Higala mobile app para mascan ang client's Higala QR Code.

Note: Ang mga QR Codes nga nakuha og na-download gikan sa Higala App lamang ang maka-communicate sa atong Higala QR Code scanners.

 

V-A. I am representing a service entity (establishment/office)...

a. How to register?

To register, you would need to have an internet to access to the Higala App. Please follow this instructional video. Please provide your establishment/office email address as well as the correct mobile number to receive notifications.

Para makaregister, nagkinahanglan nga ikaw nakakonek sa internet para ma-access ang Higala App. Mahimong musunod sa instructional video. Palihug og butang sa saktong email address og pati na ang sakto nga mobile number para makareceive og mga notifications.

 

b. How to create user for the mobile application?

Login to your service entity account (Establishment: http://higala.cagayandeoro.gov.ph/establishment/ , Office: http://higala.cagayandeoro.gov.ph/office/ ) and preferrably through a desktop computer. At the left menu bar, click users and create your staffs account for them to be able to login and use the Higala Mobile App. Please advice your created users to login to the service entity using their created credentials, and let them change the original password.

 

c. How to install the mobile application?

Login to the registered email address, and in the email sent by the Higala App, download the installer of the Higala Mobile App. Install to the identified scanner devide andp rovide permission to access camera. The mobile app will open once successfully installed. Login to the registered account or created user and scan.

 

d. How to scan my client/visitor’s qr code?

Login to the Higala mobile app using the credentials given, and click the scan button as shown in the video.

 

e. How do I produce our service entity QR Code?

Please follow the instructional guide.

 

f. Can I scan any unregistered QR Code with the mobile application?

No, you can not scan unregistered Higala QR Code. Only the Higala QR Code can communicate with our Higala App.

 

g. Can I see my client’s data after scanning with the mobile application?

No, nobody can see the client's data as it is encrypted that only our Higala App can read.

 

h. When should I upload the data?

When the upload button in the Higala mobile app turns yellow, you have data needs to be uploaded. You can upload the scanned codes  when the device is connected to the internet. If failed to upload within the day, the Higala mobile app will prompt a message to remind user to upload data else, user can not scan their client's QR Code.

 

i. Do I need an internet to use the Higala App?

The Higala Mobile App can be used offline. You are only required to connect to internet when the user logins for the first time.

But access your service entity account needs internet. And can be accessed through your service entity account (Establishment: http://higala.cagayandeoro.gov.ph/establishment/ , Office: http://higala.cagayandeoro.gov.ph/office/ ).

 

j. Is it free to use?

Yes, it is free.

 

k. What if I forgot our account's password?

Click the lost password link in this link Establishment: http://higala.cagayandeoro.gov.ph/establishment/ , Office: http://higala.cagayandeoro.gov.ph/office/ and provide the necessary information asked.

 V-B. I am using the Higala App for individual use...

a. How to register?

To register, you would need to have an internet to access to the Higala App. Please follow this instructional video. Please provide your valid contact number to receive notification messages and verification code.

 

b. What if I have not received a verification code within 1hr?

Please click the resend button to receive the verification code.

 

c. What if I change my contact number?

You can change your contact number when you login to your personal account (http://higala.cagayandeoro.gov.ph/) but provide correct contact number to receive notification messages.

 

d. What if I forgot my password?

Click the lost password link in this link http://higala.cagayandeoro.gov.ph/ and provide the necessary information asked.

 

e. Can I use it offline?

Nope, our personal Higala app account can not be used offline. We can only access the Higala app account using our preferred web browser and accessing this link: http://higala.cagayandeoro.gov.ph/.

 

f. In what way will the service entity read my QR Code?

The service entity can read your personal QR Code through our Higala Mobile App provided to them.

 

g. Are my personal information protected?

Your personal information is protected in compliance with the Data Privacy Act or RA 10173.

If such needed personal information is needed to retrieve by the data processor, it is for the use to respond to national emergency or to comply with the requirements of public order and safety, as prescribed by law (Rule V of Section 21.d of the IRR of Data Privacy Act of 2012 - RA 10173).
